Taking clue from US, where admission to any skill based education is open to any body. I mean there is no minimum entry level qualification required like Graduation or Higher Secondary certification etc. India Need to have District level skill development institues and they should focus on skills locally required rather than standard Govt Prescribed courses all over India.
