As a part some of my other suggestions,students have theoretical knowledge but they lack when it comes to pratical application,only to 10th&12th class practicals over main subject is vital,but also it's necessity starts from primary classes,only few realise that what they are learning is applicable in life eventhough lively examples are shared,students must be taught the purpose of learning a particular topic&how they will apply if this understanding raised in young age sure everyone would succeed more. apart this coming to liquor shops,there are many schemes for antidurgs conducted by our government ,why in first place liquor shops are severed to people by goverments,it's high time we should reduce the no of shops&utilise this for other purposes,why not quality government healthcare, schools offered by government instead.
