India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

प्रधानमंत्री जी,डाकघरों में पहले की भांति पोस्टकार्ड,अन्तर्देशी पत्र,लिफाफा और टिकट लोगो को उपलब्ध कराई जाए।लोगो को डाकघरों में पत्र भेजने के लिये कोई चीज नही मिलती।पत्र लेखन पुनः शुरू होना चाहिए।इन्हें प्रोत्साहित किया जाना चाहिए।विशाल मानव संसाधन को ध्यान में रखकर लोगो को ज्यादा से ज्यादा रोजगार डाकघरों में उपलब्ध हो सकते है।

प्रधानमंत्री जी ,सारे देश मे डाकघरों में एक पोस्टमैन और एक पोस्ट मास्टर की नियुक्ति होनी चाहिए ।जो स्थानीय आसपास के लोग हो।लोगो को साधारण और रजिस्टर्ड पत्र समय से मिले।

I welcome the initiative to amend the Post Office Act, 2023, with the objective of modernizing postal services and aligning them with evolving technological and societal needs. The following suggestions are submitted for consideration: 1. Data Protection and Privacy Safeguards The amendments should clearly incorporate strong provisions for protecting citizens’ personal data handled by the postal department. Data collection, storage, and processing must be aligned with the Digital Personal Data Protection Act, 2023. Any interception, examination, or monitoring of postal articles should be subject to clearly defined legal procedures, necessity, proportionality, and appropriate oversight mechanisms. 2. Transparent Grievance Redressal Mechanism A robust, time-bound, and digital grievance redressal system should be mandated. Postal customers should have access to an independent appellate mechanism in cases where complaints are not resolved satisfactorily within prescribed timelines.

To the Department of Posts, As India Post transitions into a future-ready logistics giant under the Post Office Act 2023, I propose the launch of a dedicated High-Value Secured Logistics (HVSL) vertical for B2B Jewelry and Electronics. The Need: Private couriers lack the reach to provide secure, insured B2B transport to Tier-2/3 cities. India Post’s 1.65 lakh+ network is the only infrastructure capable of closing this gap. Recommendation: Remove Insurance Caps: Current Speed Post insurance is too low for B2B jewelry. Introduce tiered, high-value insurance for registered businesses. Secure Infrastructure: Use the DHRUVA framework and IT 2.0 (RFID/GPS) to offer "Vault-to-Vault" secured transit with real-time tracking. Revenue: This will help achieve the ₹25,000cr parcel revenue target by capturing the high-margin jewelry market. This move will provide "peace of mind" to regional jewelers and drive nationwide retail excellence.
