India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

The proposed DHRUVA-based Digital Address framework is a progressive step towards efficient and citizen-centric governance. However, the amendment should clearly establish that a digital address is not merely technical data but a citizen-owned digital asset. Full user control over consent, purpose-specific and time-bound access, and strict limits on commercial usage must be legally guaranteed. To ensure inclusivity, offline enrollment and support through post offices should be made mandatory for digitally less-aware citizens. Additionally, a simple grievance redress mechanism is essential to build trust. With these safeguards, DHRUVA can evolve into a secure, inclusive, and rights-respecting public digital infrastructure.

Official address should be controlled like area PinCode. It should be sufficient enough to define location which can be understood by anyone and deliver parcels. Name of Bungalow, individual or Organisation should be treated as a communication between sender and receiver only and as option. In USA any corner or country is defined with minimum complexity. Building complexes, flat, colonies or houses in farms should fall under common logic. Points to cover with priority sequences. 0) name / business.. optional . 1) bungalow / flat No 2) society/ colony building name. 3) Name of area 4) PIN code. Under one PIN code, no two properties can have same name, controlled centrally. This will avoid generating unauthorised hamlets etc.

Post office is a part and parcel of our country.it is a best and cheapest way to reach out all part of country.it help us to communicate through letter from one person to another.my view is new act include privacy of people should be secure.second right of consumer should be given first priority.third consumer and post office relation will be defined according to law.fourth consumer complaint portal has been framed for accept any kind of complain.
