The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Products Sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

All interested individuals are requested to carefully examine the proposed standards and submit their feedback, comments, and suggestions on the MyGov platform, ensuring that personal details are entered accurately during registration.

The draft accessibility standards for the Products Sector are a commendable step towards inclusive design. I suggest incorporating mandatory features such as tactile indicators, high-contrast labeling, and voice-assisted instructions in consumer products. Standards should also cover digital interfaces of products, ensuring compatibility with screen readers and voice commands. It is important to involve persons with disabilities in product testing phases to ensure real-world usability. These standards must be enforceable and supported by awareness campaigns for manufacturers and consumers alike.

Respected Sir/Madam, I appreciate the effort taken to draft accessibility standards under the RPwD Act, 2016. To strengthen them, I suggest: 1.Make digital accessibility mandatory (WCAG 2.2 + IS 17802) for all products with digital interfaces. 2.Provide subsidies or GST relaxations so accessibility does not increase costs for persons with disabilities. 3.Ensure every product has a QR code/helpline for user feedback linked to BIS/DEPwD. 4.Launch awareness & training programs for MSMEs and small manufacturers. 5.Introduce a universal accessibility mark (like ISI) for easy identification of accessible products. The Draft Accessibility Standards for the products sector are good initiative of goi toward rpwd The accessibility of education, nutrients, health, housing, clothing, basic accessories, Digital accessibility. Also mandatory testing, certification, compliance, auditing are good enough. But the question come on 1.accessibility of disabled person to the equipment or products how they reach the initiative 2.remote area where the common education not reached how much possibilities of reach of pwd education 3. The labled food products for pwd might not sell by local or near by shopkeeper 4. The cost of equipment of digital, visual, sensory wheel chair is high it should be cost effective 5. As like residential school we need more schools for pwd They should be rescue from houses or other places by convincing families or guardian 6.after accessing the product they should include in employment by mandatory reservation to specific sector.

1) All these standards have clear quality norms so that product shall meet international standards. 2) Standards to be reviewed and updated in every three years as per the market conditions/ technological advancements and customer requirements and preferences. 3) Periodic inspection and Quality certification need to be the part of all standards. 4) Customer feedback and its implementation as accepted feedback to be a part of each standard. 5) Few product standards may be customized based on needs of geographical areas / community preferences / cost for both domestic and international. 6) Those industries adopting these standards need to furnish a quarterly report on their products (preferably online), along with their product certificates and samples/ photograph/models. 7) Those industries adopting these standards may be incentivised in taxes and duties up to certain extent based on sales volume of their products.
