Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on ‘Review of Interconnect Usage Charges’ on 05.08.2016.

Interconnection means the commercial and technical arrangements under which telecom service providers (TSPs) connect their equipment, networks and services to enable their customers to have access to the customers, services and networks of other TSPs. Interconnection is extremely important from a consumer perspective. Telecom users cannot communicate with each other or connect with services they demand unless necessary interconnection arrangements are in place. Commercial and technical arrangements must be made to facilitate interconnection between TSPs. A number of issues must be agreed upon by the TSPs or determined by the regulator in order to finalize these arrangements. The most important commercial issue for a successful interconnection arrangement is the Interconnection Usage Charge (IUC). The Authority specified IUC for the first time in 2003. Subsequently, these charges have been revised in 2006, 2009 and 2015.

The Consultation Paper issued today, inter-alia, seeks inputs of the stakeholders mainly on the following broad issues:

(i) Approaches to be used for prescribing domestic termination charges (viz. mobile termination charges and fixed termination charges) for maximization of consumer welfare, adoption of more efficient technologies and overall growth of the telecommunication services sector; and

(ii) Approaches to be used for prescribing international termination charges and international settlement rates in the country for long-term sustainable growth of the International Long Distance (ILD) service segment.

Sir, I have a BSNL landline in which I used to habeas BB also.But against the promised speed of 2Mbps I got a mere 512kbps.After lot of struggle I failed and stopped the BB service.A private net provider is able to provide 40 GB @ 1000 rs/m at 3/4 Mbps speed.I am not convinced as to the technical ability of BSNL yo compete with Vodafone or Reliance.But the dedication is kacking

Respected Sir, I am land phone owner with no. 03432552145, which connect me with my 70 yrs old aged mother and two girl child. But I am sorry to say that the phone becomes dead 11 months in a year. I complain all the time, but the problem remain the same. No staff of Durgapur Industrial Tele Exchange of BSNL West bengal, do their duty properly. Even they don't attend office in time (attached with this deptt.). Sir, waiting for a quick and favourable action from your end.

# TRAI, #MyGov - I commend your job in trying to review the various aspects of IUC. When we are moving to less expensive IP networks, IUC doesn't hold sense any longer. Abolishing this would help telcos indirectly to benefit consumers in tariff reduction and thereby revenue growth for telcos.

when i apply request for tower they ask what population your village is very less , we can't afford.... RELIENCE COMMUNICATION i talk so many time no positive response.... They refuse say less populus village...... What controversy i m student my parent nd other villager facing lot of problem regarding network no proper network is available

I feel TRAI should set up a R&D center within its organizing structure and help solve various network related issues in rural as well as in urban areas.The center should have tie ups with various IIT,NIT,MNCs and foreign universities.New technologies should be encouraged and should be implemented in rural areas(To begin with).With this the village will gain more attention and more investment can be achieved.Its a very sad thing to say that even in 2016 many village don't have access to internet

In my view Trai should provide powerful internet connection through private or govt service providers for both domestic and commercial users. At reasonable prices. The internet connection should be extremely fast capable of handling phone connection, TV, face time, conferencing, linkage to electrical meter, water meter , gas metering,banking, govt dues and bills and notification if any, emergency services. This can make our country smart and efficient. Younger generation will be happy to work.
