The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

I appreciate the initiative & the positive thinking of the government for the internet services in our country. Internet had become a part of life now & it must connect all India, action had to be very very fast, we are still moving slow. Even in A class cities like Delhi, Mumbai, Chennai etc. the internet is very very slow & in some pockets signals are not coming. Government must act at a lightening speed, else, our country will be left far behind.

I belong to a remote place in Surguja District of Chattisgarh, called Mainpat. We don't have access to broadband. Datacards that we are using are very slow and sometime there is no network at all. If our country wants to develop she should start from the remotest and poorest place first. So kindly include us in your path of development.

The Government coming with providing access to Internet through public wifi networks is a great initiative especially to the Rural Youth and Farmers to access the current information about several issues. This initiative is a great innovation and setting up of several hotspots for access will also help the present government administration to know the public grievances for better governance. Data security will always be a major concern as the it will be on public networks.

In respect to complaints/ grievance of Telecom sector, I want to suggest that, the complaint should be able to file online either by mobile or computer to the respective telecom operator, it should also able to file complain by mobile or phone, the complaint should be resolved within the specific time limit, e.i. 2 hours, if complaint require lineman help, may be 12 hours,but, it should not be late, sometimes, undue delay for negligible reason should be avoided,service should be perfect,thanks

The railway is the important media of travelling by all the catagory people specially, for, poor people, it is the like blessing, Non fare income sources can be created by using of various spare assets of the railway, e.i.,side of the railway track solar panel can be installed for electricity generation, frequency of goods transport can be increased as per requirement,advertisement,marketing banner,hoardings at key point,various services required by public by giving frenchise,meals,tea etc.thaks
