The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

हमारे देश में इन्टरनेट स्पीड कि बहुत कमी है। हमारा औसत स्पीड 2.8 Mbps है। सबसे पहले हमे अपने स्पीड पर ध्यान देना चाहिए। कम-से-कम स्पीड 4 Mbps का होना चाहिए। स्पीड के साथ-साथ बजट का भी ध्यान रखना चाहिए। उम्मीद है मेरे विचारों से सहमत हो।

Public wifi can be a big tool to fullfill the digital India vision. ISP and Mobile operator should be insentivise to deploy wifi with in there licensed areas. State govt. should also support wifi deployment in respective states . There should be long term and short term deployment plan should be released by GOI and should be tracked and shared the progress online. If any sort of people participation is required,that should also be formalized.

Government has a huge network of BSNL in the country so it can be huge source of income but unfortunately BSNL is lagging in all way either its technology or customer support so it should be improve 1st. BSNL landline is giving lowest unlimited speed compared to othee private sector so it should be improve 1st. Country's own network fails in giving a good speed than how can we say we are leading to technology age .# Broadband speed

I strongly believe in Technological advancements in the country,i would like to bring the following before Proliferation of Broadband through Public Wi-Fi Networks: 1)The network connectivity to be improved in the entire country reducing call drops and signal drops 2)Now a days barring some places,the connectivity issues are paramount 3)The Broad band network to be augmented on the same lines as if POWER network spread across country every nook and corner. The above have to be put in place

Today, almost everyone above 11-12 years of age own a smart phone, thanks to uncontrolled inflow of cheaper chinese products. With state governments giving laptops and tablets freebees, these gadgets while to a small extent close the gap in digital divide, is doing more harm by way of increased youtube viewing, movie addiction and net based crimes. We should be careful in providing free wifis till the society is educated and reduce net based crimes.Nothing should come FREE, need to be earned.
