The system of collection and transfer of light dues always remains disputed with shipping agents and other stakeholders on the grounds of applicability and transparency that's why it is important to make rules and regulations clear and rationalized to avoid Mis-interpretions. I also believe that DGLL must establish its own cess collection and management wing rather than relying on customs department. This will increase transparency and stop deceit. Regards
