Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

India should register prostitution with both service providers and consumers carrying identity cards. Businesses should be by self-employed and none should be younger than 21 years. Members and their families should have medical examinations periodically. There should be a national Digital database of all Children (under 21)and adults accompanying any children should carry Digital permission documents. Punishments for violators should be immediate and highly deterrent.

Trafficking is a very serious crime with wide network and to uproot it we have take harshsteps and measures.It should be punishable with minimum 10 years jail and life term also without any provision of easy bail, only on special circumstances bail should be allowed only after court allowance, a trafficking helpline which should include whatsapp number,e-mail and contact numbers of police and volunteers, for this a special team of Police,experts and public as volunteers should be incuded.

The concept of trafficking control is very important to control the illegal activities by some person for his personal benifit or created nuisance in public, I want to suggest that, public awarness programme is very important, school,colleges and offices,media, banner,etc,by which public should be awared about such illegal activities and the police control or govt.machinery for should be activated where any person can inform about such act by common phone no,CCTV is also useful tools,best wishes

The most important problem in Crime against Women is low conviction rate & no evidences. New time offenders are seldom punished due to which they are encouraged & they subsequently commit bigger crimes & other people around them are also encouraged to commit bigger crimes. To reduce these problems, we need citizen-verifiable system(s) in place, using which citizens can themselves find out what is true-false & prevent trafficking, sexual assaults & false complaints. Sir, मैंने दिल्ली मे कई एैसे बच्चे देख है जो कचरा उठाने का काम किया करते हैं और साथ में नशा भि करते हैं। मै उन बच्चों की मदद कैसे करू।

..इस पुरे कार्य को monitor करने के लिए एक committee बनाई जाये, जिसमे एक team महिला एवं बाल विकास मंत्रालय से हो, दूसरी team local police की हो, तथा तीसरी team उन NGO की हो जो इस क्षेत्र में कार्य कर रहे हैं, और ये तीनो team आपस में सामंजस्य बिठाकर इस कार्य को क्रियान्वित करे, इसके अलावा एक बात मै ये भी कहना चाहूँगा की जितने भी बच्चे भीख मांगते है, और जो बच्चे पुलिस या NGO द्वारा मुक्त कराये जाते है उन सभी का DNA test कराया जाए और जो बच्चे लापता है उनके परिवार से इनका dna tst match कराया जाये
