Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

There should be designated centralized designated department with high skilled staff who analyzes statistics and form right strategy and can train + instruct + loop other departments (policy-railways) as per need. Also they should be able to send crucial information to radio+social media+national tv-state tv+colleges to educate n inform other classes of society.As part of preventing care awarenes+infor shoud be taught to people of colony or villages from where this actually starts+primary school

we need to strengthen Ipc laws for trafficking,offender need to be punish with his asset confiscation,unless we create fearful laws crime ratio will not reduce,this crime as become business & active laws can curb such syndicate,we need detective police private investigation retired officer,let them surface individual such illegality,prepare detail and give action file to government,court need to investigate truth,punish with cost, wealth confiscate & pay percentage to detective,& rehabilitation

society needs awareness+ right information. majority of people dont even know that india is hub of human trafficking. There should be way to loop mass in this movement with awareness and appropriate details at schools, colleges, government departments, railway+bus stations. India's youth is highly supportive in such issues and could be looped with good strategy. Also police departments + service staff at public transportation should be given special training......(1)

children of marginalised parents who work on construction sites, rikshaw pullers, daily wagers etc are more vulnerable since their children are left unattended after they leave for work.We can try put an mechanism in place which ensure their children's security. NGOs, local police stations, people with passion for social work, single mothers etc can be invited to share this responsibility. Girl child should be left with NGOs rub by ladies or widows.

parents must be made responsible for proper upkeep of their children, especially those of girl child. lust for easy money is the main reason for trafficking. punishment for violators are to be a deterrent and very heavy ,say life term or ten lakh rupees or so. third party offenders are to make hard labor jail terms for longer years. mere education and awareness programmes wont help.

Prevention is the key... All efforts must be made on prevention, with the involvmenet of communities, social groups.. DM should be held accountable... Administration has the information what is happening and from where... Proper implimentation of rules and regulations is the 2nd most important factor.. It is important that proper and frequent humane training is provided and the working conditions are improved of people involved in implimentation.

sir i have a suggestion..The GOI should change the issuance of ration cards pattern and it should be the major priorities of issuing: 1)Income level 2)Total no. of children MAKE IT MANDATORY THAT THE CHILDREN ARE REGISTERED IN A SCHOOL AND SUBMISSION OF THE SCHOOL DOCUMENTS WHILE ISSUING RATION CARD WILL MAKE IT EASY AND ALSO GOVT. CAN GET A CLEAR PICTURE OF HOW MANY CHILDREN ARE EDUCATED.

Education till 10+2 must be free & equal to all in India.Removing age barriers in all the educational institutions.A reasonable labor stds & following those stds without any fail.Skill development programs.Assurance of a minimum number of free essential health services with best quality to the all citizens in India.Assurance of 100% corruption free & 100% e-Governance in every govt depts.Guarantee of 100% inclusiveness & equality to all the citizens in India for everything in India.

Sir making changes or forming new bills doesn't ensure its proper implementation firstly a governing body should be formed to supervise the its implementation esp in the high risk areas the body should submit its report after fixed itnervals. Secondly all the beggars or below poverty line people esp children should be registered with id. It will help in making and efficient strategies for the development of poor people like education etc police should start a campaign against the guilty ppl
