C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

ड्राफ्ट मानक को लागू करने में सॉफ़्टवेयर डेवलपर्स, मोबाइल ऐप कंपनियों और आईटी उद्योग को सक्रिय रूप से जोड़ा जाए। यदि उद्योग जगत को प्रारंभिक चरण से ही मानक के अनुरूप टूल्स और अनुप्रयोग विकसित करने हेतु मार्गदर्शन और सहायता मिलेगी तो हिंदी भाषा का व्यापक और तेज़ी से डिजिटल प्रसार संभव होगा।

Dear sir, it appears higher to continue the three-language formulation as it used to be before. It looks that these who oppose the NEP for political motives have no different cause than to oppose Hindi. The opinion of one is that an Indian language need to be developed in the subsequent generation. As Indians, it is my want as a citizen of this usa that all our college students ought to examine an Indian language so that the cohesion of India is no longer compromised. Thank you

Dear sir, it seems better to continue the three-language formula as it was before. It seems that those who oppose the NEP for political reasons have no other motive than to oppose Hindi. The opinion of one is that an Indian language should be developed in the next generation. As Indians, it is my wish as a citizen of this country that all our students should learn an Indian language so that the unity of India is not compromised. Thank you

Traders or intermediaries should only charge customers ten to fifteen percent of the original price for goods not subject to GST. If they receive more commission, it should be considered illegal activity and the entire transaction should be investigated and a fine of Rs. 200 should be levied for every Rs. 100.

1. Clarity & Consistency The draft provides a good foundation, but more clarity is needed in defining rules for compound characters (संयुक्ताक्षर). A standardized guideline will help avoid confusion in digital usage. 2. Support for Regional Variations Hindi has regional variations in pronunciation and writing. The standard should include flexibility to accommodate commonly used regional words and writing styles. 3. Digital Usability The standard must ensure compatibility with Unicode and widely used platforms (mobile, web, government portals) so that users don’t face issues while typing or displaying Hindi text. 4. Ease of Learning The draft should focus on making the standard simple enough for students and new learners of Hindi. Adding a teaching guideline or reference chart can be very useful.
