Draft guidelines for Skills Universities are formulated by the Ministry of Skill Development and Entrepreneurship (MSDE) in consultation with multiple stakeholders including Skills Universities. These are placed on the MSDE website for comments/ feedback.

Comments and suggestions may be sent at paritosh.gupta95@nic.in or submitted on MyGov.in by 21st October 2018.

National Policy for Skill Development & Entrepreneurship 2015 emphasized the importance of Skills Universities to be promoted either as de-novo institutions or as a part of existing university landscape. Further, in the wake of Skill India Mission, a number of universities with the nomenclature of “Skills Universities” have come up. However, they are following different norms and varying nomenclature for the degrees awarded, in the absence of common standards in the skills arena.

Skills based education differs from its general counterpart in terms of curriculum, pedagogy, faculty, mode of delivery, eligibility and assessment criteria, etc. and thus, would require a separate set of norms. The purpose of these guidelines is to lay down minimum norms for the establishment and functioning of Skills Universities to ensure adherence to minimum standards as India ventures into these new skilling avenues.

These guidelines do not intend to supersede the extant UGC norms regarding the regulation of higher education in India.

For skill development the government should make practical compulsory for all students and the practical exam should be held in other colleges. The practical should according to subject they studies in semesters. There should be personality development programs,classes in colleges. There should be more than one classes in a week.

Skill development means engineering and medical too.In our country students loss 2-3 years preparing for entrance exam.I think its a complete wastage of manpower.Even after they crack exam when they join the skill course they are more concerned with passing theory exam not focused on acquiring skill.So during entrance examination only if we put some priliminary/theoritical part of course as entrance exam they can study in depth while preparing only.No use studying +2 syllabus for 2-3yrs future.

In my opinion we should start from high school syllabus to generat skilled man power , secondly the no of diploma & engineering colleges is too much & fees is also high there are not enough teachers & students get drop out from studies , & lastly high schools & college's should have sessions for mental development and should also have happyness sessions

we have to do a survey and find out in which field we have wide scope for employment accordingly we have to plan our strategy to skill our youth. it can be for employment or to start own business . the main focus has to be on personality development and practical knowledge of that filed . the main issue what i fill is lack of instructors . our youth is very intelligent they just need proper guidance.

Skill Universities should have both degree holders and non-degree holders categories. Should come under Employment Exchanges department. Most of the colleges provide compass selection for most industries. More than 75% of students (from Engineering, Diploma, and ITI, and education discontinued) are left-out for various reasons.This creates struggle to get a proper job placement. These students require the industrial/working skill from the established industrial/corporate/Management companies.

According to a Report more than 50 percent of India’s youth lack basic skills and quality albeit every year more than 50 lakh students pass graduation but many of them are not fit to be employed. In view of this, skill development universities are sine qua non. These Universities should focus more on skill development based on practical aspects, not too much focus on theoretical issues. Many teachers after some age may like to stay in the class room than visiting here and there with students.

In my opinion, there had been huge efforts from the government to promote skill training but the thing missing is awareness on root level. Government should make campus ambassadors so that they can promote these skills and aware the students about the benefits of skill programs as launched by the government. There needs to focus on various varieties of programs as well for humanities students. They are the sufferers whom everybody put on the back burner.
