The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

Yes. It is absolutely necessary to change the basis of the Financial Year to calendar year. I give only two reasons: 1. It will synchronize Indian economy with the world to facilitate accounting debts and liabilities. 2. It will ensure that funds allocated for a particular task are properly utilized.For example, funds meant for hot weather/cold weather amenities would be available with user deptts by Feb/Aug and user wil get products before onset of the season.It does not happen at present.

In the interest of uniformity, logic, simplicity, following international practices and good sense it would be better to change the financial year to 01 Jan. to 31 Dec. We follow that calender for all practical purposes and there is no strong case to stick to the present practice.

Financial Year should be changed. Because, all we need to do is from March 1 to Sept. for the compliance for the financial year. The same period is for the Admissions, examinations etc. for students and others. At that time, the parents get blocked in many activity, and even some students who are engaged in some activity, which requires attention for the financial year, also get confused to give priority to their activity. No one is interested in enavade/avoid any liability.

Senior citizens are suffering due to low interest rates on FD.Honest citizens earn and save for post retirement life. It becomes difficult to plan finance for middle class senior citizens who supported the present govt. Now we feel the govt. has ditched us. We expect to get 'Increased Interest Rates, on FDs. Surprised to see govt. increases wages of MLAs and forget us?

Any change for a good cause is welcome by the nation but the impact of the change must me kept in mind. Few years after the change must be very difficult but we should be ready for a bitter dose for speedy recovery. It will create the history for which you gays are well known for. i am in support of it.
