The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

Demographic set up of India is such that the FY in vogue is most suitable and realistic for the nation.Any change in FY will make the economy haywire because of non-assimilation of bulk of commodities in term of pecuniary calculations which ultimately emanates and ends up for final intake after specific duration during the year for determination of fiscal growth of India.Hence,idea of changing FY is preposterous because ours is that nation where crop yields are accounted under GDP during March.

changing the financial year is urgent need of this time,reasons are- 1.Every year we sanctioned the vote on account budget for april to june and regular budget is enforce for remaining month. 2.The real data is not in our hand so there is big difference in actual and estimated figures. 3.The agriculture output and the situation of rainfall we could not estimated for forthcoming months so we do not allocated appropriate amount for rising situation.so financial year 1 nov to 31 oct is good.

I am in favour of changing our financial year of 1st April - 31st March of next calendar year to the financial year at par with the calendar year i.e. 1st Jan. of each year to 31st Dec. of the same year. This will end various useless accounting conventions which have become meaningless by now viz. payment of March's salary in April, Financial Closing on 31st March whereas there should be no such closing will will save millions of the exchequer.

इसमें कोई संदेह नहीं है के मौजूदा व्यवस्था को बदलने का समय आ गया है दीपावली इस देश का परंपरागत अवसर है जब व्यापारी तो बहीखाते बदलते ही हैं खेतों में फसलें भी तैयार हो जाती है .यही अवसर होता है जब साधारण गृहस्थी भी आने वाले साल में ब्याह मकान दुकान की आर्थिक आयोजना तैयार कर लेती है .इसे देखते हुए 1 अक्टूबर से वित्तीय वर्ष शुरू होना चाहिए

YES. I agree with the proposal submitted by Dr.Shankar Acharya, former chief economic adviser to change the Financial Year as 1st.JANUARY to 31st.DECEMBER. with Budget presentation by last week of NOVEMBER. Not only Central Govt. but State Govts. should also comply with this system. Filing Return should be APRIL end. This will clear all confusions regarding submitting Returns of: that/that year. and shall make it a straight FY.
