The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

अच्छा रहेगा क्योंकि लोग वित्तीय वर्ष और सामान्य वर्ष में सामंजस्य नहीं बैठा पाते हैं लेकिन इस बात का ख्याल रखना पड़ेगा कि ऐसा करने से कहीं मार्च लूट दिसंबर लूट में न बदल जाए। बाँकी मुझे नहीं लगता कि वित्तीय वर्ष का समय बदलने से कोई फर्क पड़नेवाला है।

It is a positive thought to change financial year as per calendar which simplifies accounting and tax returns. Writing down two years for every record (eg. FY 2016-17, AY 2016-17, Budget 2016-17 etc.) creates confusion and errors. Adoption of new system also brings Indian system at par with International system. For implementation, I think the F.Y. 2017-18 should end with three quarters in Dec.2017 so that new F.Y. system can begin from Jan-Dec 2018.

I agree with the change in financial cycle to Jan-Dec. The Apr-Mar cycle was bought in by Britisher's who did not wanted to work / take decisions during winter holidays. We have come a long way since then. The dynamic 24x7 economic environment requires us to change such legacies. As per me, budget should be presented during mid calender year so that all govt departments / private sector companies have around 4 to 6 months of time to modify their processes / system.

Dear Mr.Prime Minister, Greetings. My submission to change the Financial year from Jan.01 1) This will remove administrative chaos 2) Budgeting shall be planned during the last quarter of the year 3) Too good for Income tax returns 4) Many confusions could be avoided 5) Lot more advantages than a few disadvantages 6) Accounting will be very easy, conveniet and userfriendly PLEASE DO THAT Thanks and Regards,

I think changing the financial year to match with calendar will be a great initiative. Another request is to change the time zone of India from +5:30 GMT to either +5:00 GMT or +6:00 GMT. Its a hassle for the international business community to calulate that 1/2 hour. Most of Asian, European and Amercian countries are on the hour difference with GMT
