Convert all such mohallahs to smart colony with appartment facility.Give them a house there in appartment at nominal rent and use rest of the land for horticulture / harbal garden. it will change their mentality.Compel all corporates to donate another 2% extra on CSR for this village development work only.

A new law should be enacted to punish manual scavengers willfully doing such shameful work even after free food grains are given.Minimum jaiil term should be seven days for manual scavengers willfully doing such work and intentionally bringing disrepute for the nation before international community.

Now when they will be provided with latrines by government, if any one is not making it and misusing the fund by giving a portion as bribe to the public servant responsible for supervision of such construction work, be punished for such misappropriation.both the bribe taker and giver should

It is a shame that we are discussing the issue after 66 years of death of Gandhiji. So many lakhs house holds are not having latrines.It is because they misappropriate govt subsidy / largesse for consumption or wine.If that be the case they should be booked on charges of corruption.
