India is spending lot of money on printing of currency notes. Many of people write or scribble on the face of the note. High handling of same note deteriorate the quality. Mishandling lead to differentiate those as soiled notes. So if the transactions above specific limit say Rs.10,000/- are made mandatory to be routed through bank accounts, it will reduce the cost. Also loss due to fake notes can be avoided. High value transactions should only be carried by banking system and not in cash.

I have a very good idea to improve operational efficiency of expenditure. As per my knowledge Generally in public expenditure there is no scale for sanctioning of expenditure for any work like per sq. fit of construction of any building or per KM of road etc. and if it is there then it is v high. I ... >more.

One of the highest expenditure for GOI must be for importing Oil. But there is no control in its use except by imposing a higher tax for petrol/diesel.People seem to ignore the price increase after a while. The Govt should find other ways to restrict consumption of petrol/diesel like improving public transport system, making public transport free for short trips, not allowing private vehicles in some areas, penalising for travelling with less than four passengers, restrict use of Govt vehicles etc.

Govt/PSU salary structure shoud be changed & its calculation is very complicated one now. A simple formula like this should be implemented. A fixed annual salary, then divide by 365=1 day salary. It avoids huge establishment costs of the departments. All Govt /Psu payments must be through online banking/RTGS etc. Govt must be a model to general public. Corruption can curb through this procedure.

at inter-district as well as inter-state toll points, government vehicles are either exempted or do not pay toll. These toll points can be used to control unauthorized personal movement of officers and their family. A smart card can be issued to government vehicles and they need to swipe whenever they pass the toll points; the data may be sent to the concerned department to verify official movement of vehicles. Also, this may control hit and run by illegally moving vehicles.

in central government, there is large avoidable expenditure on number of foreign tours by government officers. this can be checked by making mandatory, the disclosure of a PUBLIC COST PUBLIC BENEFIT ANALYSIS by the touring officer, after completion of tour. this should be verified by at least two supervisors. disclosure of foreign tours is compulsory under section 4 of RTI act, but no central ministry is disclosing it, as there is no fear of penalty or even instances of actual penalty.
