भारत को बाढ़, सूखा, चक्रवात इत्यादि अनेक प्राकृतिक खतरों का सामना करना पड़ता है परन्तु यह जरूरी नहीं है कि प्रत्येक खतरा आपदा का रूप ले ले। सावधानीपूर्वक योजना बना कर, अपनी क्षमता का विकास, पूर्व चेतावनी, सामुदायिक सहभागिता, आवश्यक उपकरणों और संसाधनों की उपलब्धता, नागरिकों की भागीदारी, आपदा प्रबंधन में निजी क्षेत्र की भूमिका स्पष्ट रूप से निर्धारित करना, पंचायती राज संस्थाओं और शहर के स्थानीय निकायों को सम्मिलित करके, तकनीकी-कानूनी व्यवस्था को लागू करना इत्यादि बातों पर ध्यान दिया जाए तो इस तरह की घटनाओं में होने वाली हानि को कम किया जा सकता है। http://ndmindia.nic.in/NPDM-101209.pdf वेबसाइट पर आपदा प्रबंधन के लिए बनाई गई राष्ट्रीय नीति उपलब्ध है।

Accident studies should be made separate subject of transport engineering. The science and factors involving physics, driver perception reaction, road geometry in prevention vehicle collision, and various parameters regarding vehicular Sight-distance and speed-density and accident incidence statistics for accident prone roads should be done. some officials should be devoted for this cause separately with aim to save valuable lives being lost everyday in India. Please do it fast.

Two major disasters that are effecting humans are Natural Disaster (floods, earthquake) and Viral diseases(Ebola). Both will happen in area as a whole. we can find single solution for both the problems. We can spread universities across the 676 districts with each university having a medical college and Graduate and Post graduate colleges wherein medical staff(help to treat) and college buildings(help shelter for needy) will be helpful if there are well connected to Air ways Rail and Road ways

Its true that there are number of disaster mgt institutions created by way of the DM Act 2005 but still we are not able to ensure effective disaster management. District should have district disaster management plan and Dist administrations are preparing but not seriously following the plan. There are no participatory approach in planning process, No community involvement, no children and women involvement who are the most vulnerable. It should be community based not only relief based

Effective disaster management lies with people, administrators and technologist as each disaster is unique entity, cannot imagine the impact and effect but can learn from the past incidents and project future with current vulnerability.But it is sad in our country,Govt is not serious about the disasters and hazards only temporary measures would be an eyewash to the public.There is no serious mechanism even having strong laws,our politicians are main culprit in disasters in india. management.

Effective Disaster Management and Preparedness in smart cities lies knowledge and understanding by administrators on hazard, vulnerability, risk and mitigation etc The complete geographical profile, resources and socio economic profile of the city shall helpful in effective management of disasters. Further digitization of vulnerable areas and retrofitting of structures to withstand to disasters would be helpful to manage disasters and to plan further mitigation measures.

Though not the right forum, but closer enough to share my views. Make Emergency lanes (24*7) for services like Ambulance, PCR, Fire Brigade etc. Impose strict fine, temporary suspension of driving license of those enters the lane. Saving a life is more important that anything. Lot of people die just because service was stuck in the traffic and couldn't reach in time. Identify cities with major Traffic problems and start with them. Not early but soon, it'll be in every town.
