भारत को बाढ़, सूखा, चक्रवात इत्यादि अनेक प्राकृतिक खतरों का सामना करना पड़ता है परन्तु यह जरूरी नहीं है कि प्रत्येक खतरा आपदा का रूप ले ले। सावधानीपूर्वक योजना बना कर, अपनी क्षमता का विकास, पूर्व चेतावनी, सामुदायिक सहभागिता, आवश्यक उपकरणों और संसाधनों की उपलब्धता, नागरिकों की भागीदारी, आपदा प्रबंधन में निजी क्षेत्र की भूमिका स्पष्ट रूप से निर्धारित करना, पंचायती राज संस्थाओं और शहर के स्थानीय निकायों को सम्मिलित करके, तकनीकी-कानूनी व्यवस्था को लागू करना इत्यादि बातों पर ध्यान दिया जाए तो इस तरह की घटनाओं में होने वाली हानि को कम किया जा सकता है। http://ndmindia.nic.in/NPDM-101209.pdf वेबसाइट पर आपदा प्रबंधन के लिए बनाई गई राष्ट्रीय नीति उपलब्ध है।

आपदा प्रबंधन अधिनियम 2005 के अंतर्गत अनेक संस्थाओं का निर्माण किया गया है जिनसे संबंधित जानकारी यहाँ http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf प्राप्त कर सकते हैं।

Main stumbling block is bureaucracy which had been ill-responsive, leisure oriented, having " pass the buck attitude" and mostly untrained.. Examples are from pune floods in 1961 till date- disaster in Uttarakhand.- Every civil servant must study all previous disasters in their true perspective as a curriculum. There is need for a special institute where all the government servants including police( NGOs) Army, navy etc will be trained by case studies. Disasters come unannounced .

Sir Now we have more efficient system of predicting disasters.most of the disasters can be predicted easily.the problem is that most often state administration does not heed to such warnings or take necessary steps for its redressal.The disaster warnings shall be issued not only to the state admn but also to the centre. Dear Sir,1. Learn from experience - Japan. Create similar attitude, moral values, skill and Training for every Indian.2. Compulsory disaster management, security, moral values training for everyone and from 4th class onward. Important age for any individual are 5 year, 10 years and 18 years and It is very important to develop every individual from 10 year onward for such training and skills. 3. Sir, the intensity of natural disasters & frequency appear to be increasing, probably due to global warming & more damage noted due to populous unplanned cities. The reconstituted NDMA appears to have a scientific temper, they need to 1. form regional / state branches 2.involve IIT's, TERI & DRDO for techno advancement 3.improve Meteorological predictions 4.co-ordinate coastal rescue with involvement of fishing community 5. warning sirens / drills in all zones 6.use social media for updates.

We have create a centralized Disaster Management Network with Nodal Offices and Employees in each district of the country. We have coordinate with the current disaster detection systems that we have, using satellites to predict storms etc. We must have a 24 hours emergency disaster management helpline number (like 911). Coordination of this system is the key to disaster management.

Modi ji, let us create of a national voluntary security organisation to be named BHARAT SURAKSHA SANGATHAN (BSS), in which youths of 17 to 37 years can join for optional weekend training and services in personal safety, medical aid, civil defense, environment protection, disaster management, assistance to police, etc. Multiple agencies like NCC, scouts, yuva kendras to be subsumed into it. For govt employees, 3 years compulsory. All citizens should contribute to security, not armed forces.
