It has been reported that there are organized syndicates for begging. They force young children and small kids into begging and take away their earnings by giving them few pennies.

Suggestions are invited as how to deal with organized syndicate/ begging.

Every individual whether pensioner or a specially disabled person who has income beyond a specified limits has to pay taxes on his income while the Ministers enjoy enormous amount of salary and perquisites and have no tax liability I would therefore urge the government to make all the ministers to pay taxes on income as well which would increase the revenue generation capacity and decrease the amount of black money with politicians.

THESE ORGANISED SYNDICATES HAVE TO BE IDENTIFIED AT VARIOUS LOCATIONS. APPROPRIATION MEASURES SHOULD BE TAKEN LIKE PROVIDING THE ALTERNATIVES WHICH SHOWS DIGNIFIED LIVING AND POOL SOME RESOURCES TO BENEFIT THE BEGGAR COMMUNITY.

Vocational training such as candle making, block printing, colouring of clothes, put them up for adoption, above 14 engage them in MNREGA. Some beggars have amassed huge wealth by begging, they wont relent put them behind bars with a threat to confiscate their wealth.

Dear PM, please do away with police verification requirement for issuing passports. At the moment, it is only a huge bribe generating requirement. No use comes out of this, we are already seeing Osama Bil Laden being issued passports and driving licenses etc.... Please abolish this colonial relic, government should presume innocence in its citizens... You can eliminate crores of rupees in bribes with this simple act...

Dear PM, please ensure that the facilities you announced to PIO card holders are officially communicated to the bureau of immigraton. At present, there is no info on the measures (e.g. no registration with FRRO for PIO card holders, no expiry of PIO card etc.) on the official websites and the office folks and at immigration counters are pretending ignorance about them and causing hardships... Please ensure that these are communicated to all officers and folks are not unnecessarily harassed.

I have noticed that street beggars have certain talent of their own, some have athletic, juggling, acrobatic skills so if they are trained as sports-persons then they can bring laurels to India. Human trafficking, kidnapping should be taken seriously so that these things are minimised. If that is not possible then hit the economic activity that they serve. Whenever you see a beggar rehabilitate that person.

Qualities can be 1) Double irrigated area . 2)Diversify into fruits,veg,herbs,spices,bio diesel,flowers of high outputs. 3)Easy access to credit at affordable rates. 4)Focus on soil quality Improvement, water management,rain water harvesting,watershed development. 5) Techniques to extend period of monsoons without affecting their cycle. 6)Bridging knowledge gap through effective extension services.

Begging is business now. It can be strictly prohibited by law and enforcement of law must be very strong. Main impact of begging is child trafficing. There are several incidences happen in country of missing child and out of that 90% is not traceble. I suggest to have big initiative to arrest all this child beggers. Take them to hospital,perform DNA Test and try to match with parrents DNA this will help to get back the missing child to parrent.

Initiate a survey to identify how much does a kid earn on average in a day. Offer that money to parents in return for them ensuring that their children attend schools instead of coming out on the streets for begging. This can act as a strategy to achieve two purposes- reduce the number of children on the streets available for begging and simultaneously encourage children and parents to take education more seriously. This will automatically dismantle the operational strength of the syndicates.

One of the fundamental loss India has seen after British departure, is loss of national character. Corruption, Cleanliness, Respect for women, Respect for fellow citizens is missing. Which makes it impossible to sustain any good national drive. Smriti ji should think about a mandatory subject "Sadachar" to be introduced in the curriculum from early age. Make it mandatory to clear atleast with 50% score to get to next level. Fundamental mindset change required.
