Ministry of Electronics and IT has drafted a Data Centre policy to benefit the Data Centre park developers/Data Centre operators as well as the allied ecosystem of the Data Centre sector. The policy envisages making India a Global Data Centre hub, promote investment in the sector, propel digital economy growth, enable provisioning of trusted hosting infrastructure to fulfill the growing demand of the country and facilitate state of the art service delivery to citizens. This document lays out a policy framework including various structural / regulatory interventions, investment promotion in the sector, possible Incentivization mechanisms along with the institutional mechanism required for the governance. The policy framework also seeks to strengthen the recently announced “AatmaNirbhar Bharat” initiative by identifying possible opportunities of manufacturing of Data Centre equipment (IT as well as non-IT) in the country. It also identifies possible areas of participation by MSMEs and Start-ups.

The policy intends to ensure sustainable and trusted Data Centre capacity within the country. This policy framework shall be followed by a detailed scheme with implementation guideline document providing the particulars of various fiscal and non-fiscal incentives to be provided to the sector by the Central and State Government.

For the same, Ministry of Electronics and IT invites citizen suggestions on the Draft Data Center Policy 2020.

The State Data Centre must be a key-supporting element of E-GOVTInitiatives&businesses for delivering services to the citizens with greater reliability,availability&serviceability.Furthermore Online Delivery of Services,Citizen Information/ServicesPortal,Disaster Recovery,Remote Management and Service Integration.For planning purposes,the sizing of the Data Centre has been classified in three categories:Large,Medium and Small based on the population-number of districts in each state. 3) Specific provisions for data centers relating to Cloud computing may also be included. New regulations are being enacted on this across the globe and it may be a good opportunity to consider this at the onset. 4) Support from center and state may also include a one stop solution for all the needs like, land, power, construction approvals, labour and related requirements

A few points for consideration here, 1) Usage of renewable energy for data centers should be made a must rather than an option. It is understood that 100% may not be possible, but a proportion should be made compulsory as it will drive adoption and also provide an incentive to the power industry to move towards alternate sources. 2) DCEZ establishment in farther areas, away from the cities should be incentivised and encouraged. It will drive growth in otherwise remote areas

Data centers store, process, and analyze data for business use, and is a critical asset for the digital economy.

Policy should also entail a provision/ a clause, which would make the intruders including those who illegally access and provide the sensitive and personal data to other interested parties, accountable for their act and it should have a proper punishment mechanism for not only the illegal provider of sensitive information and the receiver but also accountability towards the data that would be illegally hacked by hackers

The Policy should also address the issue in respect of semi-urban and rural areas wherein the doctors would be reluctant to do a tedious job of putting the data in electronic format, thereby, completely defeating the objective of the policy being healthcare delivery.
