Ministry of Electronics and IT has drafted a Data Centre policy to benefit the Data Centre park developers/Data Centre operators as well as the allied ecosystem of the Data Centre sector. The policy envisages making India a Global Data Centre hub, promote investment in the sector, propel digital economy growth, enable provisioning of trusted hosting infrastructure to fulfill the growing demand of the country and facilitate state of the art service delivery to citizens. This document lays out a policy framework including various structural / regulatory interventions, investment promotion in the sector, possible Incentivization mechanisms along with the institutional mechanism required for the governance. The policy framework also seeks to strengthen the recently announced “AatmaNirbhar Bharat” initiative by identifying possible opportunities of manufacturing of Data Centre equipment (IT as well as non-IT) in the country. It also identifies possible areas of participation by MSMEs and Start-ups.

The policy intends to ensure sustainable and trusted Data Centre capacity within the country. This policy framework shall be followed by a detailed scheme with implementation guideline document providing the particulars of various fiscal and non-fiscal incentives to be provided to the sector by the Central and State Government.

For the same, Ministry of Electronics and IT invites citizen suggestions on the Draft Data Center Policy 2020.

First of all data transmission speed has to be increased, for better connectivity more data transmission center to be established. The server used to store data should be well protected as well as arrangement must be done to keep it functioning 24 hours of a day. Categorization of data must be do done, so that, it can be protected accordingly. For all important document, a digi-locker can be used, in case physical lost of document, locker can provide authentic information.

Data Centre management should be a certified and legally licensed kind of activity governed by respective ministry. Based on the category of data defined in policy/ rules/ guidelines, the approved DC bodies shall comply and adhere to clauses for protection of the information based to its classification.

Various kind information at the first place needs to identified based of its criticality/ usage/ nature of handlers and life cycle. These information then should get classified to define protection measures, and remedial measures based on the impact (not only monetary) in case of unexpected leakage. All type information handlers; be it banking/ insurance/ health/ matrimonial etc. should be legally bound by an agreement for protection and compensatory provision for lapses within a given period.

ata Center for country should be like a wault wherein all precious information is kept. This must be heavily guarded and only authorised people who understand the value of treasered information should be given access. Especially access should be given to highly knowledgeable people. All accesses should be done thru three level authentication system and should be asked for a level of authentication every 5 minutes.

data should be categorised based on the usage and applicability. personal information should be masked and sensitive data need to be restricted. persona for data usage across verticals and accessibility with role need to be defined. strict law and rule need to be imposes for any faul play. we should borrow some concept from GDPR and try to evaluate in Indian perspective. information in public domain also need to be scruitnize at various level. try to define without any bias of previous policie

Data of individuals needs to be secured. The strong law like DPA would definitely help, along with localization of the data.. Data of Indians should stay in India only. Here i see a lot of Indian MSME companies have a active role to play along with Government Institutions should make it mandatory to procure Indian Products and Services... thereby creating an atmosphere of growth for Indian Companies. The money does not leave the Indian soil.
