Prime Minister Shri Narendra Modi addressed a webinar on the effective implementation of budget provisions in the Agriculture Sector.

The key announcements in the Union Budget related to Agriculture Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
•Agriculture Infrastructure Fund would be made available to APMCs for augmenting their infrastructure facilities.
•Keeping in view the transparency and competitiveness that e-NAM has brought into the agricultural market, 1,000 more mandis will be integrated with e-NAM.
•Enhancement of Agri-Credit target to ₹ 16.5 lakh cr. in FY’2022 with focus on increased credit flows to animal husbandry, dairy and fisheries.
•Micro Irrigation Fund, with a corpus of ₹5,000 cr. created under NABARD, is proposed to be doubled by augmenting it by another ₹5,000 cr.
•Warehousing assets of CPSEs such as Central Warehousing Corporation and NAFED will be rolled out under the Asset Monetization Programme.
•Development of Multi-State Cooperatives & all support by Government to them. To further streamline the ‘Ease of Doing Business’ for Cooperatives, setting up a separate Administrative Structure for them.
•PLI schemes with an outlay of Rs. 10,900 Cr. to create manufacturing global champions for the Food Processing sector to become an integral part of global supply chains, possess core competence & cutting-edge technology, promote the value and enhance exports.
•To boost value addition in agriculture and allied products and their exports, the scope of ‘Operation Green Scheme’ that is presently applicable to tomatoes, onions, and potatoes, will be enlarged to include 22 perishable products.
•5 major fishing harbours – Kochi, Chennai, Visakhapatnam, Paradip & Petuaghat as hubs of economic activity. Inland fishing harbours & fish-landing centres along banks of rivers, waterways.
•To boost Seaweed Cultivation & Value chain resulting in increased incomes for Coastal Communities especially women to establish multipurpose Seaweed Park in Tamil Nadu.

Using modern data science and technology the present scenario of actual production/ actual production potentiality of different districts of the country for different agri/ horti crops and dairy/ poultry and pisciculture products should be undertaken.Once we have a validated data it will be easy to formulate and plan for the gap filling or to learn from the farmers where the production is more from the expected bench mark and can replicate the practices utilised by those farmers in other areas.

The concept of providing extra remuneration for the normal designated work of the concerned department needs to be reviewed for saving expenditure, yes this practise can be taken up for areas where a difficult terrain is there and the concerned service provider have to carry out extra effort to provide a service ,but this should not be the pan india practise, rather certain amount of user charge may be borne by the farmer so that a belonging ness /owingness develope in the mind of the person.

The community (farming community ) must be explained about the short coming/ risks involved in the new technolgy/ new variety presently going to be used in their land vis a vis the potential benefit the farmer can reap in future in terms of more value per unit for organic products or products having more self live, which can be preserved longer without cold storage ,or products having export value.

The use of Artificial Intilligence must be incorporated for example making payments mandatory through UPI / RTGS/ NEFT between a farmer (producer) and consumer/ retailer(costumer).This will create a respectful credit worthiness of individual farmer as the financial institution(Banks) often demand the credit worthiness of a farmer or collateral security while extending credit, This will also help banks in minimising use of manpower / field visit and can help in providing express credit to farmer

RESPECTED SIR IT IS A GOOD STEP WHICH THE AGRI CREDIT TARGET UPTO 16.5 LAKH CRORE IN FINANCIAL YEAR 2021-22.DEFINITELY SIR SPECIFICALLY ANIMAL AND HUSBANDARY SECTOR WILL RISE . EMPLOYMENT OPPORTUNITY ALSOFIND AND INCREASED .THE YOUNG MASS HAVE THE OPPORTUNITIES TO GET THEMSELVES EMPLOYED.BANK LOAN UPTO 2LAKH WILL DEFINITELY GIVE SELF EMPLOYED.ANIMAL FARMING CAN ALSO BE ENHANCED. we need to research in botany and find out what tress and plants absorb more green house gases and then promotes planting of these tress in every park and available places. We should promotes such plants to be grow in every flat balconies as possible. fight nature with nature

1- cloud seeding. 2. Distribution of sapling/seeds of seasonal vegetables. 3. Spread of knowledge for no use of pesticides. 4. Promotion of rearing milshing animals by awarding them monetary benefits. 5. Scholarships for wards of small farmers at college/university level.
