We should first discuss the role of government.As before youth takes on his/her responsibility government should first educate the youth. Because only educated youth can promote peace in disturbed area, other uneducated youth would definitely fall in prey to political leader like in recent case of AIIMS issue in J&K. youth should come forward to fight against these leaders who play division politics for vote bank, even contest election if required.And Development would be there if peace exists.

#YouthDevelopment They can become volunteer spies in their locality to keep an eye on the disturbing elements and submit their findings and reports for say a fortnight to the Nearest Police station which can further take up follow up action to neutralize the elements reported. the volunteers can be covered under the MGNREGA scheme if possible.
