Sir One of the innumerable ways- Long staying and respectfully working NRI's can be given the Licenses based on selection to bring Tourists from their organizations/colonies etc to India as the accompanying guests/guides. In India either Govt or Hotels would undertake the logistics and arrangements. This would enthuse visitors as they will be in the company of their colleague / friend. Accompanying the tourists is more exciting for them than someone attending here- if the guide is really good.
