Pan card is must for students of class 1st, which includes to open their bank accounts to encourage them to sayings. Bank fill their income tax returns who has annual income from zero to 5000. Government can charge from them through bank also. If you have bank accounts then pan card is mandatory. Also make sure farmer should also have pan card and they have to fill zero ITR. Main idea to cover every citizen with bank accounts and pan card whether they are eligible or not.
