One Major step required is to change the overhauling of the whole process of selection process through UPSC and state public service comission.First you need to agree that present system has failed and than take necessary majors.Presentlt IAS and IPS act like other organised gangs awith authority of Government. Character and aptitude for service should be made as basic criteria for selection process and this should be on fixed contractual term . You perform ..you survive or else Thanks.

Forst and foremost...As Modi is known for taking strong steps....First step should be to kill corruption...which has entered in veins of almost all Indians. This will need strongest of action by government. - Upto Capital punishment for corrupt practices. -Logical quantification of corruption. - Minimum Life imprisonment if corrupt practice is followed by any govt servant. -This should start from PM office to a postman. - No second way...you act or Perish.
