The Ministry of Electronics and Information Technology (MeitY), with other departments of the
Government of India (GoI), is working on building an enabling ecosystem to leverage digital platforms for transformative social, economic and governance impact, through a citizen-centric approach.

The next step towards improving the lives of Indian citizens in a transformative way, is to build robust ‘National Open Digital Ecosystems’ (NODE), i.e. open and secure digital delivery platforms, anchored by transparent governance mechanisms, which enable a community of partners to unlock innovative solutions, to transform societal outcomes.

Ministry of Electronics and Information Technology (MeitY) has come out with a whitepaper which highlights key elements of NODE and describes the paradigm shift from earlier approaches to digital governance or ‘GovTech’. It establishes design principles that can help realize the full potential of open digital ecosystems to create transformative impact across sectors. The final chapter of the whitepaper lists a set of key questions on which public consultation is sought.

The purpose of this whitepaper is to solicit public comments towards a comprehensive national strategy on NODE. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, and civil society, more broadly.

To facilitate the analysis of the comments / feedback, you are requested to please mention page numbers in your feedback. [For example, #Page 26 – Suggestion] This will help us compile and analyse the feedback in a structured manner.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments (with page nos.) in a separate document and upload the same.

National digital ecosystem should manage challenge for state statistical offices as increased demand for statistics to manage pandemic and its impacts,& datacollection and producing statistics during lockdown & hotspots

Lockdown 3.0 starts from 4th May. It was easier to enter into the lockdown but it is much more difficult to come out of it without compromising with loss of lives or economy. The only advantage is that people are more aware about the characteristics of the hidden enemy. But it is the fear of any mistake, gone deep inside both the government and public is prohibiting from taking a hard decision to come out of it. But that decision is inevitable and has to be taken one day ofcourse with risks

സർ. ഇപ്പോൾ പെട്ടെന്ന് മധ്യ ശാലകൾ ഗ്രീൻ സോണുകളിൽ തുറന്നാൽ മറ്റു സോണുകളിൽ മദ്യപാനികൾ ഇവിടെ വന്നു ബഹളം ഉണ്ടാക്കും ഇപ്പോള ഏതാണ്ട് ക്രമ സമാധാന നില വളരെ ശാന്തമാണ് ഇനി മദ്യശാലകൾ ഉടനെ തുറന്ന് വീണ്ടും ക്രമസമാധാന നില തരുമാറാകും പോലീസ് സേനയ്ക്ക് തല വേദന വർധിക്കും അഥവാ മധ്യ ശാലകൾ തുറക്കുവാനിടയായൽ ഒരാൾക്ക് ഒരു ബോട്ടിൽ മാത്രം ആധാർ കാർഡിന്റെ അടിസ്ഥാനത്തിൽ നല്കുക പിന്നെ ഇപ്പോൾ മധ്യ ശാലകൾ തുറന്നാൽ പൊലീസിനെക്കൊണ്ടു നിയന്ത്രിക്കുവാനാവതവിധം തിരക്ക് വർധിക്കും ഏതായാലും വളരെ ആലോചിച്ചു തീരുമാനിക്കുക ജയു ഭാരത്.

लाकडाउन 3.0 अब 17मई तक। लाकडाउन के चक्रव्यूह में घुसना आसान था लेकिन निकल पाना मुश्किल है। जान माल के ज्यादा नुकसान को बचा कर निकल पाना बहुत बड़ी चुनौती होगा। इतने लंबे लाकडाउन के बाद कब जनता अब खतरे के प्रति सतर्क हैं अब सरकार को खतरा उठा कर ही सही, इससे बाहर आने का प्रयास करना होगा

സർ. മദ്യപാനം ആരോഗ്യത്തിനു ഹാനികരം മദ്യ വ്യാപാരം ഉടനെ അനുവദിക്കരുത് കഴിഞ്ഞ കുറേദിവസങ്ങളായി മദ്യം ലഭിക്കാതിരുന്നത് കൊണ്ടു 50% മധ്യാപാനികളും മദ്യം ഉപേക്ഷിച്ചു കഴിഞ്ഞു ഇനി ഒരു മാസംകൂടി കഴിഞ്ഞാൽ ഇനിയും കുറെ ആളുകൾ കൂടി മധ്യപാനാസക്തിയിൽ നിന്നും മോചിതരാകും നമ്മുടെ ജനങ്ങളുടെ ആരോഗ്യത്തെ മാനിച്ചു കൊണ്ടു ജൂണ് മാസം ഒന്നാം തീയതി വരെ മധ്യ ശാലകൾ തുറക്കരുതെന്നു വിനീതമായി അപേക്ഷിക്കുന്നു നമ്മുടെ പ്രിയങ്കരനായ പ്രധാന മന്ത്രി ദയവായി ഈ അപേക്ഷ ഗവുരവമായി പരിഗണിക്കും എന്നു പ്രതീക്ഷിക്കുന്നു ജയ്‌ ഭാരത്

आदरणीय प्रधानमंत्री जी भारत सरकार, श्रीमान नरेंद्र मोदी जी सविनय निवेदन है कि मैं प्रार्थी आशीष कुमार दुबे पुत्र श्री राजू दुबे आपको सादर प्रणाम करता हूँ और आपसे यह अनुरोध करता हूँ कि जरा उत्तर प्रदेश के किसानों की तरफ भी ध्यान दीजिये क्योंकि यहाँ के किसानों को इस लाकडाउन के चलते बहुत बड़ा आर्थिक नुकसान हुआ है यहाँ के किसानों को इस वर्ष से बङी उम्मीद थी और शायद यह सार्थक भी थी क्योंकि इस वर्ष फसलों की भरपूर पैदावार हुईं हैं, जैसे कि-तरबूज, प्याज, लेकिन लाकडाउन के चलते इन फसलों की बिक्री धीमी
