Regarding NODE, government should all take initiative first themselves
For consideration, refer to this example
In government offices, digital transactions should be made necessary which will force people to use digital methods of payments. The software developers should be asked to make a separate and secure system/application which can be used by government only to store their hard currency into digital currency.

National Health System should focus on hand hygiene in Health Care at every level of society/communities/ as per WHO-recommended Handrub Formulations & hand hygiene in Health Care in all zones during lockdown

Regarding NODE, government should practice some marketing skills, like providing incentives form their side to people who are using the digital way of payment. Besides this they should develop a fully secured, private system which is accessible to all sections of the society, like the Eco Cash in case of Zimbabwe. This system should most importantly be available to all, in case of both feature phones and smartphones so that they can be used by anyone.
