The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

dear sir tamilnadu C.M is convicted in wealth case. we have lost a good CM.Now tamilnadu is facing bad law and order situation and there is no security for people .so govt of india must take positive step immediately to put place the law and order situation and give security to tamil people as early as possible

Co-Operative societies of Educated-unemployeed (each group of 10 unemployed persons) should be financed by Banks for constuction of Warehouses.These warehouses can be hired on Rental basis by FCI or any food procurment agencies.A legal ware house receipt can be given to the bailors.Secondly,If any farmers wants to store his foodgrains etc.for want of best selling price,he should be allow to keep his foodcrops etc in these godowns with rent and should be able to get loans on pledge of the googs.

Can we also start a volunteer group of youth/people who would help woman in need against rape/exploitation/eve-teasing, not only for their sisters but all the women? They can be reached out when needed. Govt. can provide them special badges for their contribution to society..There should be more groups added related to helping poor, providing health care, fighting corruption etc.

Government has to provide more storage facilities for food items. That is a vital requirement for our country's growth.

Now a day’s everyone are using different types of mobile phones and each company having different types of chargers. Every house is becoming a mini substation to charge these mobile phones. If I change the mobile phone, the charger becoming a e-waste. If all the mobile companies supply the same model of charger (universal charger), lot of e-waste will reduce and the other way lot of expenditure on purchasing the charger will be reduced. We can save our environmental.

Stop acquiring fertile land for construct buildings. We need increase our food grains growing capacity and for distribution and godown accounts should be make online and transparent. general public can see anytime.

The small fertile lands should be merge with big lands. The complete land should be cultivated together. It will save water, light etc. The crop & profit should be distributed according to the land owner. The godowns cleanliness & inventory should be maintained on regular basis.

Make one mundi surrounded by villages (approx.: 50) should have one godown.The godown control should be with gram panchayat or any authorized educated person,a license to be issued with clauses like punishment on malfunctioning, if loss of one stack they have to give ten stacks / money. There are 1000 villages then 20 godowns , that means the stress at district level & state level will be minimized. All the Govt. YOJNAS like mid day meal, below poverty line etc.can be controlled at village level

Most important aspect to focus on is restructuring of logestics in FCI. Their is numerous malpractices & looting takes place on ground level while trasportation of from one store to other or even interstate distributions. GPS tracking is essential. CCTV's at loading/unloading stock points. surprise audits by independent autonmus agencies. Modern facilities should come up under PPP model for better management & capacity build up.
