The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Following is my proposal for restructuring. Amalgation of many agencies in to one is need of the hour these could be 1. Subsidy wings of NABARD for warehouses 2. state warehousing corporations and centre warehousing corporation 3. further amalgation of subsidy giving state bodies one stop clearance system and subsidy providing, and legal compliance taking body should be made Every policy has to be designed seeing the ease for the common man 1. cost

we can set your warehouse projects in rural part of India where land is not in use of agriculture. Warehouse should be in a huge area so that we put Solar power plant on the roofs. under roof we can run huge dairy, milk & food processing units, under single roof facility . Now these days solar farms are in demands but farms are wasting lands either that land is in use or not. But in future we have shortage of lands. So in Rajasthan, where we can see huge potential to do these kind of project.

Under the FCI use the acres of govt non usable suitable lands for farming purpose by using the labour force through MGNREGS. and store the fresh items and supply to the different storages areas as per the demand.To trach the demand, inventory of items, Management Information system could be used to interconnect FCI storage.direct farming will help to in board low cost food items.will reduce cost all over.

I want to share this, Extensive research should be carried on disposal mechanisms of inert waste and other radioactive waste. Our India should be the leader in waste managing technology....... More students from iit's,iisc and other research institutions should be recruited and be given good salary and good facilities for conducting research in these areas...students from chemical engineering,biotechnology and environmental engineering can be formed as a group. 1.connect each and all FCI's storage inventory and other info with MIS..2.Keep past records in MIS to forecast the future.will help proper readiness to meet demands.3.Use water ways also for transportation & construct storage nearby. 4. MIS will help to cover the deficit of items through transfer of items from surplus area which help to meet demands without lag.5 use natural energy like solar for the storage area to reduce cost.

FCI should build modern warehouses at cronic drought-prone & extreme backward regions of the country. Not like at Mayapuri, New Delhi. So the grains will be at places where the need is maximum. They could be disbursed immediately when need arises. Also local people can be engaged in the upkeep of warehouses. The people will enjoy the feeling of being food-secure. For this, FCI to be divided into procurement & distribution - the part should be merged with Central Warehousing Corporation.

1. Create world class warehouses. Prevention of wastage of food should be 1st priority. 2. These warehouses should be air conditioned so that food does not rot. 3. These warehouses should be near major highways or railway hubs so that transportation is easier. 4. Create food processing industry that utilizes grains or fresh produce to process and package them. For example, use excess tomatoes to produce ketchup etc Create online market of these products so that can track availability

co-operatives if run properly can be a success story here. just like milk co-operatives writing their success stories,similar model can be tried on certain other sectors of agriculture esp sugarcane,tea,coffee,fresh fruits,dry fruits sector. can be tried for fresh vegetables as well. if made to succeed,then it will benefit all,from farmers,suppliers,consumers,villages,cities,all. food adulteration should be declared serious offense at all levels right from farmers to suppliers.
