The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

FCI should be decentralised into various State Food Corporations(SFCs) with independent charge of maintaining food stocks according to agricultural conditions/requirement of the state. Procurement shall remain the prerogative of Union Funds and State Efforts. Further, SFCs shall be better placed to identify best locations for Godowns, Warehouses and Cold Storage and actually create them through State Funds and Panchayat Efforts. Two levels of Orgns working in tandem shall ensure transparency..

I strongly feel that we should use analytics & technology to avoid any wastage of food in the go downs and also monitor the demand and consumption accordingly. A team should be formed statewise, which will estimate the quantity of food that would be available for people in a season and based on that Govt can take apt steps to avoid wastage and optimal supply in all parts of the country. Lets create India, where people dont die because of hunger or commit suicide due to food wastage

Need to reduce the cost of handling storage as wells as reducing wastages .Also building of warehouses in areas of demand so that cost of transportation is reduced.

Need to have FCI storage areas near to Railway links. All storage areas need to have proper storage capacity and facility. Need to avoid rainwater entering these premises.

Sir, Food Grain Storage is very big challenge for storage, but it can solve if govt may permit to the farmer for direct sale the grain in open market so that food gran will min storage and grain will deliver maximum people on reasonable price, and to this way corruption and wastage will stop maximum to maximum

We need to improve our food management as well as distribution system effectively. For food management, we don't have proper storage system due to which there are lots of wastage, which can be used for needy citizens of India. Also our PDS system is very corrupt and its mainly due to the less awareness among the needy people. We need to implement system where they will be informed about monthly food grains are allocation to them, and way for them to file complaint in case of less quantity given.
