If IPR against some high value machinery/equipment is registered in china, then Chinese govt provides the incentives to manufacture the same in china & export 70% of total produce whereas in India this kind of incentive is totally absent. Any R&D house whether it is private or public sector unit should be given tax rebate on the basis of research patents filed by it during financial year.

Further Chinese exporter enjoy much higher tax rebates & even export subsides than Indian Counterparts in their Special Economic Zones (SEZ) provided if they are capable to export 70% of their production. Therefore, Government of India can also provide the same.

Govt should reduce excise duty on manufacturing of electronic components less than 5%. But also should hike the custom duty import of those electronic components which can be made here. On Chinese goods, govt should impose Anti-dumping duty to provide level playing field to Indian Counterparts.

Innovation and skill development is a fantastic idea.
However, a key piece missing in this paper is:
How are we going to improve research and development (not just innovation)?
We need a policy on improving further research in pure sciences and attracting more bright minds to the pure sciences.
A strategy must be planned to give the freedom to explore science from the college level itself, to give an orientation to research at postgraduate level and good grants and pay to PhDs for research.

When we talk about the electronics sector we need to work on following ideas
1. Market- Any company will only invest if it see a hige market here.
2.Ease of doing business- We should reduce the time of setting up of business by creating a web based application thatt register and verify on its own.
3.Skill development,Innovative projects by the govt.,Transport and developing eastern part of india now.

Electronics can automate all complex things, Electronics can speed-up all slow moving things.
1.Revive technical syllabus in institutions.
2.Make one syllabus for all states till 12th level (CBSE all over)
3.Tie-ups with institution by companies for research, development and innovation.
4.Give national recognition and incentives as motivational factor for all achievement by above methods to stakeholders(students/college/company)
5.Small start-ups making PCB's/diodes can make bright future.
