The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

honorable sir, sir as our farmer using pesticides and chemical in unlimited quantity the packing in which such pesticides are pack are thrown I River, pond or dig in land so it causes ,pollutant water and land pollution , so my request is ,such stores saling pesticides and chemical are make compulsory to recollect such packing and can be reuse, it the chain process as new packing from company deliver to store it purchase by farmer and use in farm and similar can be revert . think on it # # Do support nation building

India has more than 8 million MSME units now contributing 30% of our country GDP, and create job opportunities in this sector about Rs.1.00 crore. The proposed 469 items reserved for MSME will provide a new fillip to this sector. Against big corporates, the MSME lacks economy of scale, R and D expenses, and pay salary etc. if this public procurement policy extending to goods should also given to some services. It is a irony that MSME does job work contract back of the MNC company but because of their widespread presence and expenditures on promotion of goods, they get very small margin for job works. It shows that these industries have all the expertise and resources to serve MNC need. This is only because of lack of capital. So as per quality is concerned, they match with MNC standards company. In this circumstances if they found a steady demand and sales realisation uncertainty, sure it would boost their morale. If they know the expected demand on average they can have confidence.
