Inclusion Suggestions for Draft National Youth Policy 2025*
*1. _Broad-based Definition of Youth_*
- Fix an age bracket that captures the transition phase realistically – 15–35 yrs (some MPs suggested 18–45, keep flexibility for state contexts).
*2. _Strengthen Political Participation_*
- Reserve *20 % seats* in local bodies/panchayats and *10 % of the national budget* for youth development programs (as recommended by Parliament).
- Lower eligibility for youth leadership roles to 25 yrs (instead of 30) to match current skill‑ready demographics.
*3. _Skill‑First Employment & Entrepreneurship_*
- Tie *reservation* to skill certification, not caste, and phase out caste‑based quotas gradually.
- Boost the *Youth Enterprise Development Fund* with 0.05 % of non‑oil revenue (or a similar dedicated corpus) to seed startups and gig platforms.
