To ensure India's demographic dividend becomes a global workforce asset, the National Policy for Skill Development and Entrepreneurship 2025 must prioritize future-ready, inclusive, and sustainable skill development. This policy aims to align with the Digital India, Make in India, Startup India, and Atmanirbhar Bharat missions while also preparing the workforce for the demands of Industry 4.0 and the Green Economy.

1. All training instutions of central or state that are organizing training courses, in the name of domain specific, such as Training course on water auditing by CGWA, for public, would have to organise their courses/programmes to ensure alignment with NSQF levels, so as to prevent such scams as Water Auditor scam in CGWA.
2. In this scam fake training course is being conducted by CGWA without following due procedures and without being NSQF compliant. Mandate of this scam is only to hatching a money making game against the stamp only.
3. Due to this scam the genuine water auditors from MoEF & CC, under the aegis of NSQF, could not get access to their job role till date as CGWA is not allowing them to carryout independent water audits for industries for the purpose of NOC as per guideline of CGWA itself.

Dear Sir/Madam,
Please find attached INECC’s comments and suggestions on the Draft National Policy for Skill Development and Entrepreneurship 2025. Our reflections aim to strengthen the policy with perspectives on climate justice, green skills, and sustainable livelihoods. We hope these inputs are helpful in shaping the final policy and would be glad to engage further if needed.

The revision of the National Policy for Skill Development and Entrepreneurship is timely, given rapid technological change and evolving market demands. The focus on scale, quality, and inclusion is commendable. To enhance its impact, the policy should integrate emerging technologies like AI, robotics, and green energy into skilling modules. Promoting localized entrepreneurship clusters and introducing a National Skill Credit Framework can support lifelong learning. Support for gig workers and informal sector employees through mobile, regional-language platforms is essential. Linking skilling with real-time labor data, and enabling industry-academia-government collaboration through tools like a digital Skill Passport, will ensure long-term success.
