Respected Prime Minister Sir, as India advances toward Viksit Bharat @2047, I suggest a transformative policy for the Union Budget 2026-27: the Junior Entrepreneur License (JEL). While the rollout of PAN 2.0 has modernized our financial identity, students aged 15–18 remain legally sidelined. Today’s youth are no longer just job-seekers; they are digital creators, freelancers, and innovators. However, due to outdated minor-status laws, they cannot sign micro-contracts, register businesses, or independently manage business-grade bank accounts. This forces young talent to operate in a "shadow economy" under parental identities, delaying their financial growth and national tax contributions. A Junior Entrepreneur License linked to a student’s PAN 2.0 would bridge this gap. It would grant "Limited Legal Capacity" for business, enabling teenagers to operate "Junior Business Accounts" and legally sign Service Level Agreements.

Honourable Prime Minister, In the present digital age, technology has undoubtedly made our lives simpler and more empowered; however, at the same time, the challenges of cybercrime and online risks are increasing day by day. Online classes, social media, gaming, e-mails, and the use of AI tools have become an integral part of students’ daily lives. Without proper awareness, this usage can be risky. Students can easily fall victim to various cyber crimes. I believe that a “Cyber Dost” initiative should be launched in schools to promote cybercrime prevention and cyber awareness. I have prepared an interactive digital e-handbook titled “Cyber Dost,” which will be made available to all schools with the support of the district administration. I further believe that appointing a Cyber Responder in every school should be made mandatory. The Cyber Responder will serve as the first line of defense in ensuring digital safety within the school. As a young urban planner, I would like to share a few ideas for building better Indian cities. We can plan neighbourhoods where every citizen can reach schools, markets, parks and public transport within a short walk or cycle ride. We should redesign streets to be safe for pedestrians, cyclists and buses, with shaded footpaths, barrier‑free access and well‑marked crossings. To make cities greener and more resilient, we can protect lakes and rivers, create more urban forests and parks, and use nature‑based solutions like rain gardens and water‑absorbing public spaces to reduce flooding. New housing and public buildings should follow clear energy‑efficient and climate‑friendly design standards. Finally, I believe every major project should include regular citizen consultations, especially with students, women and senior citizens, so that planning decisions reflect local needs. These steps can help India develop smart, green and resilient cities that are inclusive & people‑centric.
