Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

Prevention is vital An agency should be formulated in coordination with the ministries of women and child development and home affairs to keep vigil at railway stations and bus stands to detect suspects of trafficking young victims on the promise of jobs or marriage and also keeping watch on employment agents supplying domestic help Such agency be provided effective police support NGOs with proven credentials will also be a great help in prevention protection and rehabilitation

Draft is very good in totality.But like every policy all themes have been set ideologically.It would be good if every plan that has been envisaged for overall development &Empowerment of women be"spell out"briefly against every plan as an action plan"proposed.Otherwise,this may happen to be another All Women Bank plan as against "Nirbhaya Fund".For women Empowerment in Education sector,please propose a National Plan to earmark seats reserve for Single Girl Child as doneby Panjab Univercity

The draft policy talks about having creches and day care facilities for children of working women, but it needs to go beyond this and create a structure of incentives to facilitate this. Please find attached my suggestions in this regard

The draft is very good.now a days ladies are working in all sectors.In many of corporates and PSU companies tansfer and promotion policies are very strigent. Ladies have to stay away from their family & home in the name of transfer.The law is required for minimum most period for a working lady to be kept away from her family. we talk lot about empowerment but nobody looks at woman as human being.

Laws that are female gender oriented must have provision to prosecute women and their families that misuse them. I don't see the society getting any better by putting men and their families deprived of their basic rights of so called equality.

The Draft looks good however it will be a challenge to implement country-wide. While efforts are made to include more women in workplace it's important to have policies on clean and safe day cares, minimum training of the staff and strict punishments if children are neglected. Also we need better policies on Maternal leave and Parental leave. There should be an option for a father to stay home and take care of the baby if both the parents agree.

Draft policy is biased for abusive women and biased against children, men and their families. To make the laws gender neutral and for impartial delivery of justice, it is important to remove draconian laws. There is a need to add 5 priority areas called: a) DEFINE DUTIES OF WIFE & DUTIES OF MOTHER. b) VIOLENCE BY WOMEN. c) GENDER NEUTRAL CHILD DEV SCHEMES d) SOCIAL SUPPORT FOR SINGLE MEN e) NO ALIMONY, MAINTAINENCE FOR DIVORCE

Gender biased laws like 498A, rape law should be made gender neutral and should not become a weapon for a misuse. Policies and laws related to children should be gender neutral and should focus both on boys and girls as Children include boys too not only girls. Increase number of judges and courts for faster justice.
