Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

There seems to be a total lack of quality control on foods distributed thro the system.State machinery is totally indifferent to the quality aspect. Please treat the recipients with dignity. They have a right to quality food grains as those who are outside the system.Do not administer the system from high ground of distributing favours.Plug all the loop holes and leaks to make it truly worth the effort. Please never forget government is earning good will at the tax payers expense.It is our money

First and foremost is to check and verify beneficiaries correctly. This seems to be most grey and corrupt part of the system. Next please verify the shops authorised under system if they have proper place for storage, do they also own a similar business of dealing in grains. I have seen people queueing up in most hostile places for their share. Administration of state machinery responsible for PDS is pathetic needs to be tightened up firmly.

sir.please close all state run Rs2 rice etc scheems.this leads to shortage of labours please dont creat beggers. no one wants to work.rather create small ware house where people buy food grains (bank funding)to be consumed throughout the year through socity. this will help in public participations and responsibility .there will be no wastage no distribution cost. and proper storing.good quality of food etc

Consider reforms in judiciary. Turnaround time for court cases to be reduced using technology available. Delayed justice also equal to injustice.

Conveyance allowance exempted under income tax for salaried people remains at 800/- for more than 10 years. Please increase the limit considering the current cost for conveyance.
