Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

I am myself fighting to end corruption, naxalism, and other bigger crimes that have infiltrated countrywide via the below jurisdiction of Dindoshi, Mumbai especially Aarey Milk Colony, CID unit number 12 of Dahisar, Thane via Mumbai-Maharashtra Police as my own life is in great danger because of the corrupt police and CID officials of this jurisdiction and many other interconnected linked states given below as for every or particular crime investigation when they go interstate they get managed.

People with Naxalite background have nicely understood the law of India and have become masters of sophisticated corruption one such example is the jurisdiction of Dindoshi, Mumbai especially Aarey Milk Colony, CID unit number 12 of Dahisar, Thane via Mumbai-Maharashtra Police as more than 30 percent of Maharashtra Police has Naxalite influence via Andhra Pradesh, Karnatka, Uttar Pradesh, and Bihar. People with previous criminal records convicted and expunged with both status must have chances to improve but in the same time must be scrutinized in the near future as they have the Potential to commit more sophisticated or bigger level of crime or intentionally or accidently get into a dangerous situation again as they become High Risk individuals. Sir We are getting potable water bottel in Rs 15-20 / liter , which is not possible to purchase by poor public. We know that its basic manufacturing coast is hardly Rs 3.3/ liter.pls plan every public place the plant can set up and in railway it's price can no more than Rs 5/ liter.the instalation coast id not more if private party take part in every station for water treatment and packing , it can we done easily. Milk price is Rs 39/ liter , water price is Rs -20 per liter.

Sir, We should include coarse grain like Bajra,Juanar,Macca, Kodo in our PDS system. Procurement of these grains will improve financially small former who doesn't has sufficient water for irrigation and whose land is not so fertile.Further also include pulses in PDS.In procurement small former produce should be given top priority.

According to the food and safety act, the sale of loose food items has been banned in punjab. but there is no implementation because of low awareness and high cost of hygienic packaging. Poor don't pay high for packaged food. Gov can imply tax on loose food and no Tax on the packed ones.

Two suggestion for FY-Budget 15-16 - Tax-based incentive for those surrendering subsidized gas connections (The incentive in later years can be reduced or modified as per the economic trend) People paying over 30 percent of income tax must be by law exempted from availing Gas subsidies. They admit that they can afford it. Just like Swatch Bharath campaign, a campaign must be initiated to encourage people to opt out from subsidies and a trend must set in from government-dependence

लोगों को सस्ता आनाज देना बंद करना चाहिए अगर देना भी है तो अंत्यंत गरीब और भूमि हीन लोगों को ही दें बाकी सब लोगों को ये सस्ता आनाज और सस्ता कृषि लोन देना बंद करना चाहिए
