The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

We are in the midst of a pandemic with enormous impact on mankind. The pandemic has shown us the importance of having a robust public health care system with good health care infrastructure. Only public health care system can support all classes of people and ensure that free or subsidized health care is provided to all.

administration should be transparent in checking pvt hospitals regarding corona billing in pvt hospitals I find just to target one popular hospital or one community run hospital they flout rules and cause unnecessary harassment check all hospitals including pvt medical college Hospitals penalise uniformly then administrators will be accountable corruption to some extent will be avoided central guidelines in this regard needed Otherwise small hospitals will be targeted sparing the who bribe

One reason for spread of Covid pandemic is that a large number of Covid positive patients are attending to their work and freely moving around. Fearing retaliation and spoiling relations neighbours do not report such cases It is suggested that Covid positive persons should be boldly marked with the indelible ink on both thumbs to facilitate easy identification. Inkmark will remain for a long period & such persons will not be able to hide their positivity. This will deter them from moving out.

The economy can be resurrected post vaccine reaches to all , but lives lost cant come back , as such in last 75 yrs of india , economy has progressed ,a one year of stagnate economy shall not affect india progress much ,economy was never in hurry in past decades ,what we not achieved in 75 yrs cant be acheived in force majeure year , govt may decide on tax releif on all cash deposit declared ,and used in stagnated projects in forcemajeure year , to pump up cash hoarded into mainstream survival

Till vaccine reaches major ppl , govt to keep on hold all further development expenses ,contracts ,infrastructure expenses , parliament building construction , spl plane buying of 8,000 crs for couple of person , defence equipments , research and analysis expense ,all expense not related to survival of all citizens of country ,all import related to social activity and excesses , luxury ,and if some community affected give them free ration ,in development country vaccine reaches late

Till vaccine is given majorly , govt may give subsidised or free ration , free traveling in public transport , govt may take subsidised world bank loan in forcemajeure ,by restricting local trains , metro ,buses are taking full congested travellers post relaxation of lockdown ,which may cause major spreading considering lot of ppl touching each other , no purpose served by stopping trains ,there is no second or third wave , you unlock and it increases , release pressure of pymnt except groceries

Thoough I pray& wish that vaccines against covid virus turns out to be a Fantastic Bullet against the killler corona virus soon, ,I believe more than the vaccine it is enzyme blocking drugs preventing covid-19 virus transmission from one cell to another that should be Priority now more than the vaccine! Let Vaccine Development continue too, Yes Poverty keels more persons than corona virus & all world citizens need to be educated& empowered to prevent corona virus Threat!
