The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

Humble suggestions for the elections... 1) The voter history should be made available to the voter in RTI. The Voter Selfie, Date, Time and Place of voting details should be made available to the voter from RTI 2) The voters who don't intend to vote for any reason should be able to cancel their vote online via, RTI. So that the ballot count could be reduced prior to elections 3) Voter selfie should be taken mandatory by the election officials before the voter leaves the booth for RTI records

The Fear of Covid 19 affected our education sector. Develop education channel for school going children starting from first standard to XII standard at least two hours in a day and weekly four days to strengthen online classes (school at home). Doordarshan channels can broadcast school education related programs for the benefit of students. Private channels may asked to give minimum three hours in a day for of school education related programs as a part of corporate social responsibility.

Many people are unemployed who are ready to eat fish. Fishing dept. of centre & states should issue a circular to fishing contractor to allow fishing to those people not for sale but for food who show authority letter from revenue officer.These people shall be mostly schedule tribes community who lives around dams,large ponds in neighbouring forest villages.

Sir, Since 8 months appreciable initiatives have been taken by government to control the COVID Pandemic. The restricted period can be utilised for skill development of youth or working class people during lockdown through free online courses by technical institutes. It can engage personnel to enhance their skills free of cost including online purchase of raw items, sale & promotion of various products. This would have reduced outside movement of personnel on road and also get earning sources.
