The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

You can share your submissions only in PDF format.

The Department looks forward to your ideas and suggestions on “Good Governance Practice in a Pandemic” in the Idea-Box hosted here.

This corona proved that our natural body defence system better than modern medicine. Please keep eye on private hospitals. Few months back, normal patients not getting admitted in hospital, without corona test. Private hospitals charging few lacs from patients for their stay in hospital. Please note excess care also dangerous. Doctors working in private hospitals need to pass a test in India, if they wish to practice. Check this please without fail.

I would like to suggest the government to add a column to the table providing statistical information on Covid-19. A column of ‘ratio factor’ should be added to the table which gives the ratio of cases reported by no. of tests ‘not’ being taken. This becomes a problem when a single person take multiple tests and adds to ‘the total no. of tests being taken’. This would provide a better statistical information on how many people have tested +ve to how many people have actually taken their tests.

COVID-19 has rapidly affected our day to day life, businesses, disrupted the world trade and movements. Identification of the disease at an early stage is vital to control the spread of the virus. Our country should start making Vaccine earlier than other countries. The pharmaceuticals should get more incentives to prepare the vaccine. All the departments should co ordinates with each other to face the situation. The effect of lock down on the mental health of the people must taken care by govt.

Corporate governance becomes even more important in the current context of environmental crisis, global pandemic, looming recession and social unrest. It helps us identify and respond to the right risks. We need to realise we are quite bad at risk management. We were totally unprepared for the pandemic, even though scientists and the World Economic Forum had been warning us.We need to use the lessons that the COVID-19 pandemic has taught us and start looking at the right risks.

effective communication is key to good governance. unfortunately, there's no governance going on between the current honorable agriculture minister & the farmers. in that case, either the honorable PM or HM may have to step in & communicate with farmers. farmers of punjab are extremely critical to India's food supply chain. if someone is misleading them, it is still govts responsibility to hold effective dialogue. BJP govt will always face frequent conspiracies from Chinese funded groups.
