The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

I think govt. should now be spared away from politics. When people need support and govt. needs manpower, each one should contribute without trolling each other. When in hard times parties support each others' efforts, only them India is developing and stable. Instead of finding loop holes in all the acts, one should rationally think of being together for a better tomorrow..

Performance metrics. The Board of Governors should hold themselves to a high standard of performance and create benchmarks that demonstrate progress, so that institutional improvements are known and measured. The governors should evaluate their own performance.

Transparency and accountability in decision-making. Minutes from the meetings should be publicly posted so that administrators, faculty, students can see what decisions were made and why.

Conflict of interest is important to consider, especially if there are industry professionals on the board who might be looking for free student labor or additional contracts from the institution or members who sit on multiple Boards.

The right composition of individuals. Many members are appointed, and often hold more than one post. It is important to balance out the membership with motivated and diverse individuals

Good governance can seem somewhat of an esoteric concept – in some cases, institutions can just post a document online and make it appear that their board is very active

However, there are also several institutions that have truly embraced the fundamental principles of good governance and reaped the benefits.
