The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

C)Please equip teaching staff and children with smartphones, a basic functional model, sufficient enough for them to access online educational contents (teachers can upload from their provided smartphones/ tablets ). We can tie up with the smartphone manufacturers in India for basic model for the purpose. Bulk purchase with support agreement on hardware and phone software will keep keep the cost down. Such devices(Phones /tablets)can be distributed via schools one time. Leverage Panchayat .

b) Setup IT infrastructure regionally for class wise, subject wise school curriculum repository, so that children can access them online anytime of their choice! This will go a long way in imparting education to school children. More on next post

Covid times, one of the biggest casualties is perhaps education of children, especially school going children in rural areas or BPL children in other areas due to schools being locked down. Can we formulate a strong governance model of remote/distance learning . It has to be a multi prong strategy. a)Teachers need to be trained on how to impart knowledge across the screen (laptop/desktop/mobile) with no one in front of them! So that phase of teachers training need to start . More in next post.

1. For rural girl children especially those in BPL, please ensure sanitary pads are home delivered in these COVID times. Relevant local authorities and associated School authorities need to be made accountable for the same.

I think Schools should be closed and online learning should continue, as we all know that the covid protocol is not being maintained by students while coming for consultation in school. In last moment when the covid vaccine is about to arrive, this step is necessary. Because many students are showing covid symptoms nowadays and the transmission reaches to parents also.

COVID is one additional virus which is not going to disappear from planet earth. We will have to learn to live with it. Increasing immunity, reducing chemicals and practicing natural organic would be IN thing for future. Silver lining is that this virus is killing less as most of people including me are recovering.
