The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

Three companies in India are in the process of developing COVID 19 Vaccine.Though it is great news and our PM had also visited these companies to get first hand knowledge and to also interact with the scientists of these companies.Last but not the least the efficacy and the possible side effects of the Vaccine must also be known.Only then it must be administered.

For good governance,we have completed all of our work by following wearing a mask, following Social distancing and sanitizing our hands regularly.We may get success to save ourselves and our collegeous from pandemic.It was a great success for us.

For a "good governance practice" First people has to support to the government because what is governance?. Absolutely it is people only now government is supplies some daily basic need which is food in the form of ration. Now the thing is the government has to give support for the farmers by giving pure seeds and fertilizers in low rates. And they have to encourage the local own manfacturers who are local creating jobs and increasing the economy.

Citiznes are buying four wheelers without having space to park them in their own premises. Addtional tax can be introduced for those who are parking cars on the roads. This will increase the tax collection for local bodies.

Also there are lots of empty sites in urban areas, Owners can be given tax rebate if they use these empty lands by growing trees or vegetables. Suitable policy can be introduced.

Kindly introduce tax rebate for those who have installed 100 pots for terrace gardening. As increase population has reduced forest area due to housing and feeding. If Citiens can grow vegetables and fruits at their premises it will reduce pressure on farmers and there by afforesation increases automatically. This also helps in maintaining air quality in urban areas.

Cardiff University developed a simplified&rapid test called"T-SPOT test to assess T-cell immunity and more such type of tests process may be developed before Vaccination for COVID 19 starts.T-cell immunity last for more than 6 month. Post Diwali majority of Indian developed T-cell immunity so only persons without T-cell immunity(By T-SPOT test)should receive vaccine(Those with T-cell immunity-no vaccine/1dose of vaccine.This approach will save a lot of money &objective way of vaccinating India.
