The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

मेरा बस यही विचार ही की हमें आकड़े बढ़ाने पर ज्यादा ध्यान ना देकर ,, लोगो को शिक्षित करें बे फ़ीजुल की लाभ के लिए नहीं और हम सबको hygienic के साथ समाजिक दूरी का पालन करना अनिवार्य रुप से पड़ेगा, जरूरतों को ध्यान में रखकर ही आवागमन करे और मुझे ऐसे लगता है सरकार खुद तो कानून बना लेती है मगर खुद उस कानून को अपने अमल में लाना भुल जाती तो कृप्या ऐसे चीजें है जिन पर ध्यान देवे एवं ग्रमीण स्तर से सहरी स्तर पर लोगों को शिक्षित करें सबसे महत्वपूर्ण भुमिका अदा करेगी बजाए उन्हें रोकर चालन और डंडे बरसनाने के

Strict guidelines will be passed to all state or government & private bodies to implement the covid protocols. if any, not following the same legal action will taken for the same. Kindly made a special committee to look into this matter at the ground level. Transparency advertisements is also play a important role to avoid the same.

In the majority opinion in Keshvananda Bharti vs State of Kerala that “rule of law” and “democracy” were declared as the basic structures of the Indian constitution not amenable to the amendment process under article 368 of the constitution

For India to be Real Super Power WE Need a Powerful Transparent&REAL Democracy! Sadly our rotten election systems are allowing dacoits, looters& traitors to govern us in states&centre! THERE IS NEED FOR URGENT ELECTION REFORMS TO make sure that it is majority of educated and well informed&empowered indians who decide the winning MP or MLA or even panchayat member&NOT larger number of poor, ill-informed and moronic voters especially with poor Polling percentage!

It is widely appreciated that human factors i.e. the quality of political leadership, the executive and judicial officials play important roles not only in upholding supremacy of rule of law and in efficient delivery of service but also in shaping traditions, customs and institutional cultures that are integral part of the liberal democratic machinery.

It is under this framework that rule of law not only guarantees the liberty of the citizens but it also limits the arbitrariness of the government and thereby it makes government more articulate in decision-making. The rule of law as Dicey postulated is equality before law.
