A simple, fast and cost effective model which cable operators are already adapting. BSNL can be asked to maintain it putting a meaningful job to lakhs of its employees. With increase in business, it can be made underground on selective basis. This will save say 8000 crores and time lag and create employability.

By giving the same person the perks and facilities for which he or she is searching in abroad or any where else.If all these independence to innovate and facilities come to a person in his or her own country then why it will leave its mighty motherland.And this will help in our country in great plus as they are giving all those precious knowledge to other nation instead of serving their own.Once we stop this our growth rate will be much higher than it is now.

Why does Brain Drain occur in the first place? It occurs due to lack of opportunities and aspirations not being met. There is a general disillusionment among people. As well, we do not respect other jobs, as in Europe or US. Technology is lacking behind. Small scale industries aren't being developed. We stills believe that White collar job only earns respect, and there's nothing in blue collar ones! Such ideas must be eradicated. Brain Drain will come down! R&D sector needs promotion and boost.
