Ban Alcohol completely, enforce smoking ban in public places. Punish people for burning garbage, littering. Print offenders' images on website and newspapers. Build more public toilets and maintain them. Move stray animals to sanctuaries outside the city built for this purpose. Bring technocrats in the government.

Hire people to work as 'Sanitation inspectors'. These inspectors would go around the city, check where garbage is being collected, or encroachment is happening. They can note down the areas or take photographs with geo tagging and forward it to the department for action to be taken. Smart city should have hundreds of well trained inspectors for this purpose.

To reduce dust pollution, particulate matter in air, track down areas with dry patches of land which produce dust particles. These areas can then be covered with a spray of pulp made of old newspapers and other paper. When this pulp is sprayed with spray machines on dry dusty patches of land, it on drying makes a hard layer which traps dust under it. This is a very easy way to reduce particulate matter inside a city if maintaining grass is not possible due to lack of water.

Please sensitize people about proper usage of water and increase the charges for water as most people waste a lot of water as if it will never end. Incentivize water conservation methods and reward people for saving water in the form of rebates on public utility bills.

Most important among all things is close co-ordination & collaboration within all Govt departments. The PWD/CPWD,Nagar Nigam, Jal Nigam, Nirman Nigam, LDA etc. before taking any repair/development/reconstruction work ; should inform all other concerned departments, through mail/sms/putting information on their respective web-sites. eg. If some road-digging work for pipe repair etc is to be taken by Jal Nigam, it should inform concerned departments for road maintenance & repair.

The citizens of Lucknow should take responsibility of keeping the city clean. People should obey traffic rules and violators should be punished promptly without any discrimination.

No city can be termed smart without physical infrastructure commensurate with the population load of the city, strict implementation of residential and commercial zoning regulations with suitably interspersed green belts / zones, efficient mass rapid transit system covering the entire city with associated secondary transport system for last mile connectivity and green buildings with rain water harvesting, green plant assisted cooling, solar and wind energy utilization and waste recycling .
